Base-Line, Auburn, WA, has appointed Bill Liebertz western regional sales manager, responsible for 14 western states. The co. also has relocated its Chicago, IL, distribution center to the Chicago suburb of Gurnee, from which it serves customers in the Midwest, East, and South.

David S. Weil, chairman of the board of Ampacet, has been named International Businessperson of the Year by the Society of the Plastics Industry Inc., Washington, DC. The award recognizes exceptional leadership and major contributions to the advancement of the US plastics industry internationally.

Independent Machinery Inc., Palatine, IL, has added Richard Tauscher as regional sales manager. He will work out of Moorestown, NJ, covering the eastern seaboard from New England to Florida.

Martin Bailey has been awarded the 2002 Roland Zavanda Standards Award from the NPES's Committee for Graphic Arts Technologies Standards, Reston, VA. Bailey is senior technical consultant at Global Graphics Software. The award recognizes the significant contribution of an individual toward the development of US graphic arts standards through active participation in accredited standards activities.

Troy D. Folkins has joined Adhesives Research Inc., Glen Rock, PA, as sales rep. in the Northeast for the Splicing Business Unit.

Al Dodd has announced his retirement from Environmental Inks and Coatings Inc., Morganton, NC. Among other accomplishments, he was instrumental in the development of water-based inks for the envelope industry; developed the co.'s international business; and conducted ink seminars around the world, the co. reports.

Sicpa North America has promoted Derrick Ayers to the new position of technical director. Sicpa also reports the appointment of Ed Dedman to the position of product manager — labels and plastic cards.

The award recognizes a key business leader for outstanding contributions to the principles of free enterprise as espoused by the 18th century philosopher Adam Smith.

Edward E. Barr, chairman of Sun Chemical Group B.V., was inducted into the Web Offset Assn.'s honorary Web Offset Society and given the VISION Award at the WOA's 2002 50th annual convention. The award honors heatset web offset industry executives who reach an unsurpassed level of excellence and achievement in the industry. Barr is also chairman of Kodak Polychrome Graphics, Sun Chemical's prepress joint venture with Kodak.
